Georgia’s energy policy council has confirmed that energy efficiency is he cheapest cleanest way to increase electric power supply and recommended that energy efficiency be aggressively pursued at all opportunities. As par of this effort, Georgia should introduce an Energy Efficiency Resource Standard (EERS) program.

Torre Lavelle, Emerging Fellow for Energy and Environment for 2014-2015 and UGA Class of 2016, details her plan to improve energy efficiency in her home state of Georgia. She also describes the history of EERS, particularly their economic and environmental benefits. This paper was presented to a panel of experts at the White House in December 2014.
