In 2018, Carter founded Step Up Maryland and Step Up to Lead, civics literacy and leadership development organizations. Through these initiatives, she works with underrepresented communities nationwide to identify, recruit, and train a new generation of leaders committed to a radical culture of collaboration and shifting social and political power dynamics.
Carter resides in Baltimore, Maryland, where she serves on the Baltimore City Fair Elections Fund Commission and is an adjunct professor at the Thurgood Marshall School of Public Policy at the University of Maryland.
