The Great Democracy Initiative (GDI) was a project of the Roosevelt Institute from 2018–2020 that produced actionable policy blueprints for addressing the structural problems facing our nation.


Tax policy can address our country’s rampant inequality and declining democracy, but repeal of Republican tax cuts or closing loopholes for the wealthy won’t get us there. Restoring Democracy through Tax Policy offers a bold vision for progressive tax reform that aims directly at wealth concentration.

This report’s policy prescriptions focus on three key areas:

  • Correcting our tax code’s preferences for capital over labor;
  • Harnessing the regulatory potential of tax policy; and
  • Placing taxpaying alongside voting as a pillar of our democracy.
