Rewriting the Racial Rules: Building an Inclusive American Economy argues that, in order to understand racial and economic inequality among black Americans, we must acknowledge the racial rules that undergird our economy and society. Those rules—laws, policies, institutions, regulations, and normative practices—are the driving force behind the patently unequal life chances and opportunities for too many individuals.

In this report, Andrea Flynn, Dorian Warren, Felicia Wong, and Susan Holmberg examine the racial rules across six different dimensions: income, wealth, education, criminal justice, health, and democratic participation. Ultimately, we show why the rules structuring our economy matter for the well-being of black Americans. And, against the backdrop of stark racial economic inequality dating back centuries, we make the case for pushing past both explicit and implicit exclusions, as well as ostensible race-neutrality.

Felicia Wong is the President and CEO of the Roosevelt Institute, which seeks to re-imagine the social and economic policies of Franklin and Eleanor Roosevelt for the 21st century. She has helped lead the Roosevelt Institute’s work on a rewriting the rules agenda, a comprehensive economic program and narrative that has become increasingly politically influential. Felicia came to the Institute from the Democracy Alliance, and previously ran operations and product development at a venture-funded education services company. Her public service includes a White House Fellowship in the Office of the Attorney General and a political appointment in the Office of the Secretary of the Navy. She holds a Ph.D. in political science from the University of California, Berkeley.

Susan R. Holmberg is a political economist and a Fellow at the Roosevelt Institute, where she researches and writes on inequality, corporate governance, and climate change issues. Holmberg is the author and co-author of numerous books, reports, and articles including, The Hidden Rules of Race, Rewriting the Rules (with Roosevelt Chief Economist Joseph Stiglitz), Boiling Points, and The Atlantic essay, "Can CEO Pay Ever Be Reeled In?
