Kitty Richards

Former Fellow

A former fellow at the Roosevelt Institute, Kitty Richards is focused on tax and fiscal policy as a Senior Fellow at Groundwork Collaborative.

Previously, Richards worked on federal budget and tax policy at several think tanks, including the Center on Budget and Policy Priorities and the Center for American Progress, and has served as an economic policy staffer on Capitol Hill and in the White House. She also spent several years working at the local level, as Chief of Staff to DC Councilmember Elissa Silverman and as Acting Executive Director of the DC Fiscal Policy Institute, managing staff and working on a wide range of issues including tax and budget policy, workforce policy, housing and homelessness, and paid leave. She contributed to the enactment and implementation of the Universal Paid Leave Act (passed in 2016), which established a social insurance fund for paid family and medical leave for DC workers.

Richards holds a B.A. from Reed College and a J.D. from New York University.
