Moving beyond a narrow debate over trust-fund solvency, the panel examines options to restore the taxable wage base, identify forms of income and economic gain that currently fall outside the payroll tax system, and close loopholes that allow wages and labor income to be treated differently for Social Security purposes. The conversation considers how future revenue reform can preserve Social Security’s core guarantees, reject benefit cuts, and create room to strengthen and expand the program as a durable system of progressive social insurance.
